Transparent.

Objective.

Comprehensive.

In these new trying times for law enforcement, it is even more important that an adequate and transparent internal affairs investigation is completed.  We can not rush to judgement on any case.  The below article in Insider Advantage by Lance LoRusso is very appropriate for today's political atmosphere.

As law makers begin to consider law enforcement reform, departments must look at how to protect themselves, their officers and become more transparent with investigative findings.

ADVANTAGES OF INTRACORE INVESTIGATIONS

Intracore Investigations gives governmental and corporate clients the ability to have an outside agency conduct internal investigations.  This allows the agency and company to avoid spending money on hiring an investigator.  Intracore Investigators have years of experience conducting all types of investigations, from simple thefts to complex children and homicide cases. My investigators have conducted numerous investigations and have knowledge and experience to accomplish the assignment including prosecution if necessary.

On the governmental side Intracore Investigations benefits an agency by fostering transparency among the public and the media.  Intracore Investigations is also objective as there is no tie of the investigator to the agency.  Intracore Investigations allows the agency to concentrate on the day to day operations rather than overseeing what could be a high-profile internal investigation.  Intracore Investigations  reduces the number of investigators that are designated to non-criminal, administrative investigations.  This is more cost effective as it allows already strained manpower the ability to concentrate on criminal investigations.  Outsourcing reduces influence of the department and local government and increases  public confidence in the investigation.

On the Corporate side, Intracore Investigations offers a variety of services from investigations to employee protection and education.  Through the use of Active Assault Incident Training, table top exercises and Active Assault drills, your employees will feel safer  knowing how to better prepare themselves for potential horrific events.

EVERETT J. CEBULA, CHIEF INVESTIGATOR

I have been with the Cobb County Police Department for over 30 years and retired in 2020.  My experience is split between Uniform Patrol and Investigations.  My uniform career was  spent in the two busiest precincts where I not only worked as a patrolman but also a shift supervisor (sergeant), shift commander (lieutenant) and finally retiring as an Assistant Precinct Commander.  As the Assistant Commander I oversaw the day to day operations of the precinct, which included uniform patrol as well as the Property Crimes Unit.

As an investigator, I spent time on the Marietta, Cobb, Smyrna Narcotics Task Force, Criminal Investigations Unit, Special Victims Unit (investigating crimes against children, domestic violence, and elder abuse).  I commanded the Entering Auto Task Force and was on the FBI MATCH Task Force addressing child sexual exploitation. I spent time as  a shift supervisor (detective sergeant), unit commander (detective lieutenant), and the Commander of the Internal Affairs Unit (Captain) for the Cobb County Department of Public Safety.
